[br]b. 1 August 1843 Hagi, Choshu, Japand. 2 August 1910 London, England[br]Japanese "Father of Japanese Railways".[br]In the early 1860s, most travel in Japan was still by foot and the Japanese were forbidden by their government to travel abroad. Inoue was one of a small group of students who left Japan illegally in 1863 for London. There he studied English, mathematics and science, and afterwards mineralogy and railways. Inoue returned to Japan in 1868, when the new Meiji Government reopened the country to the outside world after some 200 years of isolation. Part of its policy, despite opposition, was to build railways; at Inoue's suggestion, the gauge of 3 ft 6 in. (1.07 m) was adopted. Initially capital, engineers, skilled labour and materials ranging from locomotives to pencils and stationery were all imported from Britain; Edmund Morel was the first Chief Engineer. In 1871 Inoue was appointed Director of the Government Railway Bureau and he became the driving force behind railway development in Japan for more than two decades. The first line, from Tokyo to Yokohama, was opened in 1872, to be followed by others, some of them at first isolated. The number of foreigners employed, most of them British, peaked at 120 in 1877 and then rapidly declined as the Japanese learned to take over their tasks. In 1878, at Inoue's instance, construction of a line entirely by Japanese commenced for the first time, with British engineers as consultants only. It was ten years before Japanese Railways' total route was 70 miles (113 km) long; over the next ten years, this increased to 1,000 miles (1,600 km) and the system continued to grow rapidly. During 1892–3, a locomotive was built in Japan for the first time, under the guidance of Locomotive Superintendent R.F.Trevithick, grandson of the pioneer Richard Trevithick: it was a compound 2–4–2 tank engine, with many parts imported from Britain. Locomotive building in Japan then blossomed so rapidly that imports were discontinued, with rare exceptions, from 1911. [br]b. 3 July 1793 Bedford, Winchester County, New York, USAd. 5 July 1862 aboard a vessel on the Cornwall Canal, Canada[br]American-born Canadian merchant, entrepreneur and promoter of the First and Second Welland Canals bypassing the Niagara Falls and linking Lakes Ontario and Erie.[br]Although he was born in the USA, his family moved to Canada in 1796. Educated in St Catharines and Niagara, he received a good training in mathematics, navigation and surveying. He served with distinction in the 1812–14 war, although he was captured by the Americans in 1814. After the war he established himself in business operating a sawmill, a flour mill, a small distillery, a potashery, a cooperage and a smithy, as well as running a general store. By 1818 he was one of the leading figures in the area and realized that for real economic progress it was essential to improve communications in the Niagara peninsula; in that year he surveyed a route for a waterway that would carry boats.In c. 1820 he began discussions with neighbouring landowners and businessmen, who, on 19 January 1824 together obtained a charter for building the first Welland Canal to link Lakes Ontario and Erie. They were greatly influenced by the realization that the completion of the Erie Canal would attract trade through the United States instead of through Canada. Construction began on 30 November 1824, largely with redundant labour from the Erie Canal. Merritt foresaw the need for financial support and for publicity to sustain interest in the project. Accordingly he started a newspaper, the Farmer's Journal and Welland Canal Intelligencer, which was published until 1835. He also visited York (now Toronto), the capital of Upper Canada, and obtained some support, but the Government was reluctant to assist financially. He was more successful in raising money in New York. Then in 1828 he visited England to see Telford and persuaded both Telford and the Duke of Wellington, among others, to purchase shares. The Canal opened on 30 November 1829. In 1832 Merritt became a member of the Legislative Assembly of Upper Canada, and after the Union of the Canadas in 1841 he was elected to the new Assembly, later serving as Minister of Public Works and then as President of the Assembly. He advocated improvements to the St Lawrence River and also promoted railways. He pioneered a bridge across the Niagara River that was opened in 1849 and later carried a railway. SUBJECT AREA: Civil engineering[br]b. 12 July 1806 Muhlhausen, Prussiad. 22 July 1869 Brooklyn, New York, USA[br]German/American bridge engineer and builder.[br]The son of Polycarp Roebling, a tobacconist, he studied mathematics at Dr Unger's Pedagogium in Erfurt and went on to the Royal Polytechnic Institute in Berlin, from which he graduated in 1826 with honours in civil engineering. He spent the next three years working for the Prussian government on the construction of roads and bridges. With his brother and a group of friends, he emigrated to the United States, sailing from Bremen on 23 May 1831 and docking in Philadelphia eleven weeks later. They bought 7,000 acres (2,800 hectares) in Butler County, western Pennsylvania, and established a village, at first called Germania but later known as Saxonburg. Roebling gave up trying to establish himself as a farmer and found work for the state of Pennsylvania as Assistant Engineer on the Beaver River canal and others, then surveying a railroad route across the Allegheny Mountains. During his canal work, he noted the failings of the hemp ropes that were in use at that time, and recalled having read of wire ropes in a German journal; he built a rope-walk at his Saxonburg farm, bought a supply of iron wire and trained local labour in the method of wire twisting.At this time, many canals crossed rivers by means of aqueducts. In 1844, the Pennsylvania Canal aqueduct across the Allegheny River was due to be renewed, having become unsafe. Roebling made proposals which were accepted by the canal company: seven wooden spans of 162 ft (49 m) each were supported on either side by a 7 in. (18 cm) diameter cable, Roebling himself having to devise all the machinery required for the erection. He subsequently built four more suspension aqueducts, one of which was converted to a toll bridge and was still in use a century later.In 1849 he moved to Trenton, New Jersey, where he set up a new wire rope plant. In 1851 he started the construction (completed in 1855) of an 821 ft (250 m) long suspension railroad bridge across the Niagara River, 245 ft (75 m) above the rapids; each cable consisted of 3,640 wrought iron wires. A lower deck carried road traffic. He also constructed a bridge across the Ohio River between Cincinnati and Covington, a task which was much protracted due to the Civil War; this bridge was finally completed in 1866.Roebling's crowning achievement was to have been the design and construction of the bridge over the Hudson River between Brooklyn and Staten Island, New York, but he did not live to see its completion. It had a span of 1,595 ft (486 m), designed to bear a load of 18,700 tons (19,000 tonnes) with a headroom of 135 ft (41 m). The work of building had barely started when, at the Brooklyn wharf, a boat crushed Roebling's foot against the timbering and he died of tetanus three weeks later.
